While the Crescent City Council RD74 vote (approving the demolition of the former civil rights office historic building to build modern apartments) was well received by investors and send a positive signal of a city willing to accommodate the wishes of interested developers - an unfortunate result of the controversial demolition has been a steady increase in small scale rioting, looting and seemingly unprovoked assaults in River East, the poor inner-city neighbourhood located just east of Downtown Crescent. There's also been new cases of arson. The neighbourhood housed many civil rights representatives during the movement in the 1960's. It is unclear whether this will blow over soon, or if it is the start of something greater, but there's been 4 consecutive nights of trouble by now. This has reached state-level news, and if continued, might very well reach national news. The council fears this may very likely dismay potential investors, who has only recently placed some attention towards Crescent, hoping to capitalize on cheap lots and a slowly but steadily growing influx of young professionals seeking cheap rent and cheap properties. But due to River East's proximity to Downtown Crescent, unusual tension, violence and rioting in this poor neighbourhood is very unfortunate in these times where the council is trying to lure in investors - as these investors already have doubts on Crescent's ability to cope with high inner-city crime rates. However, in a non-disclosure meeting with the council, leading figures within the Crescent Police Department (CPD) have expressed frustration, claiming that they are unable to properly curb the issues. The CPD is stretched thin, and have hinted that they believe the only way to truly resolve the issues is to use "more extreme measures" such as large scale frisking directly targeting young males in River East that "look like trouble", as well as the forceful dispersion of groupings of people before they amount to full scale protests (as these protests have turned violent each time). This can be achieved through preemptive arrests.
